Hard Rock Bet had one of the country's newest online casinos go live in Michigan on December 2, 2025. The Wolverine State only allows 15 total licenses (12 tribal, three commercial) and partners. So, Hard Rock Bet has to wait for 888 to exit Michigan, then partner with the Hannahville Indian Community's Island Resort & Casino.

Hard Rock Bet Casino has quickly established itself as one of the premier spots to win large progressive jackpots. For example, a Michigander won $233,269 playing Bigger Piggy Bank here on July 8, 2026.

FanDuel originally went live in the Mountaineer State on May 5, 2025, putting it among the state's newer operators. In September, it switched partners from The Greenbrier to Mardi Gras Casino & Resort.

Caesars Palace Online Casino went live in Pennsylvania on August 4, 2023, so it's not exactly "new." However, Caesars does have fairly recent activity in the Keystone State, launching a dedicated live dealer studio on January 8, 2025.

Each state has its own licensing framework, testing requirements, and approval process. An operator may be ready to launch in one state while still waiting on platform testing or regulatory approval in another.

Launches also happen in phases, from a brand first gaining entry into a new market to introducing its app to players. Many new online casinos start with a soft launch before they go fully live. Their official opening dates rarely line up across multiple states.

Even after a full launch, newer operators still have to build out their offerings. Their game catalogs, available software providers, and payment methods won't be at full speed yet.
