Understanding Public and Money
Think of 'Public' as the percentage of people betting on each side and 'Money' as how much money is being bet. When there's a big difference between the 'Public' and 'Money' data, it usually means that the more serious bettors (referred to as 'Sharp Money') are favoring a particular side.

Florida State continues to show their program struggles as they lost as a home underdog already in ACC play against SMU. They also were blown out by Alabama in which they gave up fifty points. Just 3 and 13 in ACC play over the last two years, they were competitive against Virginia a season ago losing in double overtime. Take Florida State to show improvement defensively and cover as the home underdog.
Virginia is 3-1 straight up and ATS, and they won all three of their home games, losing to West Virginia in Charlotte at a neutral site. This is the Cavaliers first true road game. I think Virginia is overrated, and Florida State should be favored in this game. The level of competition between these two is the difference. Florida State lost at Alabama 50-36, covering 18.5, and lost 27-24 to SMU while failing to cover +2.5. Florida State covers this game and shows everyone what Seminoles football is about.
