Strong November pushes Pennsylvania online casinos over $2.5 billion in 2025 revenue

Online casinos in Pennsylvania topped $240 million in revenue for the second straight month to record the second-highest month in state history.

Pennsylvania continues to affirm itself as the No. 1 online casino market in the country – with the latest example coming with one of the strongest months in state-regulated iGaming history. According to the Pennsylvania Gaming Control Board, online casino gaming generated nearly $247.2 million in November revenue, the second straight month it topped $240 million after never doing so before. As a result, online casinos in Pennsylvania have combined for over $2.5 billion in 2025, an industry record.

PA online casinos help state hit gambling high note

Heading into October, PA online casinos had neared $240 million in monthly revenue before but kept falling short. Now, the industry has reached that benchmark twice.

On the heels of generating a record $251.1 million in October, casino apps in Pennsylvania posted the industry's second-best month ever with just shy of $242.7 million in November, reflecting a massive 21.05% year-over-year increase from the previous year.

That total helped power the Keystone State to a record-setting $623.1 million in revenue from all forms of legal gaming – which beat out the previous mark of $601.8 million set in May 2025.

What's more, PA online casinos are closing in on another record. After a strong November, iGaming in Pennsylvania sits at just over $2.5 billion in revenue for 2025. With one month left, it is very likely the industry will exceed the previous yearly high of $2.71 billion set in 2024.

Breaking down PA online casino leaders

The Pennsylvania Gaming Control Board does not provide information on each individual PA online casino but rather by their land-based partners. Still, how the top online casinos break down provides an indication of the iGaming hierarchy.

For example, Hollywood Casino at Penn National Race Course paced the field with $91.3 million in November revenue, more than $20 million ahead of the next-highest total. That kind of firepower comes courtesy of some of the top online casinos in the industry, including the BetMGM Casino app as well as DraftKings Casino and Fanatics Casino.

Valley Forge Casino Resort was second with $70.9 million thanks in large part to the success of the FanDuel Casino promo code. The Borgata online casino, meanwhile, is partnered with Harrah's Philadelphia, which rounded out the top three with $38.2 million.

Those three combined for over $200 million in November, accounting for more than 82% of the entire month's revenue.
