In my estimation, Cincinnati was flat against Denver. The Bengals dropped a couple of interception opportunities and played safe football offensively. That's not the style of Tampa Bay coach Dirk Koetter. Jameis Winston's development will be key here. Look for him to have a big game and Tampa Bay's defense to keep the Broncos in check.
