He bypassed practice all week, which means QB Blake Bortles will carry too large of a burden. As for Houston’s QB, there is negligible difference between backup Tom Savage (concussion), who has been scratched, and third-stringer T.J. Yates, who will start. Though the marquee Texans, WR DeAndre Hopkins (toe) and OLB Jadeveon Clowney (knee, illness), have been listed as questionable, both are expected to assume usual duties. Without either, the scales would tip toward the Jags.
