MLB.com reports Dodgers manager Joe Torre opened up Sunday about SP prospect Clayton Kershaw. Torre told reporters that the left-hander is on the "Kershaw Decree" -- which means he will not exceed 25 innings pitched in any month while in the minors. This strategy is in place so the team can ration the left-hander's outings so that he is useful to the Dodgers late in the season.
