Original Bull - I don't think that the scout sites are inaccurate as such, it's just that there are so many intangibles involved that it's almost impossible to truly rank the kids. After all, you are talking about 17-18 year olds here - they are not the most mature people in the world. You don't know how leaving home is going to affect them, how going from big man on campus to being just another player (or even worse, going from BMOC at a high school to BMOC at a major college without playing a single down) will change them, or even how the possibility of growing a few inches and adding 50 pounds will change their play. It's really a crap shoot - even with the best players.
Another factor is going to be the coaching staff. Jim Leavitt is a genius at taking players and creating a team, and a team of "average" players will usually beat a group of superstars who are on the field doing their own thing. Case in point is Dave Wannstedt. He can recruit with the best of them, but he has yet to show an ability to turn the great recruits into a team. As a result, he has a squad that consistently under performs.
It's because of these factors that I don't pay a lot of attention to how the various scout services rank the incoming class - you really don't know how the class should be ranked until 2-3 years later when the kids have had a chance to play college ball. But, people want to know how the incoming classes compare to each other, so the scouting sites are going to give the people what they want, no matter how inaccurate the information may turn out to be.
Go Bulls!
